International shipping in Shopify is Markets + shipping zones + rates + a carrier that will actually move the parcel. Adding a flag to the theme is not shipping. Checkout will not complete for a country with no rate, and a rate with no carrier is a promise you cannot keep. This is not customs, legal, or tax advice. Quick answer
Activate only the countries you will fulfill this quarter in Markets. For each, add a shipping zone and at least one rate. Confirm your carrier accepts the goods and the destination. Decide whether checkout will estimate duties or you will collect them and ship DDP—those are not the same, and not every store or carrier qualifies. Currency and language are a separate job: set currency and language. Place a test checkout to a real foreign address format.
Currency is not shipping
Presentment currency (what the shopper sees) is not a postage label. A market can show local prices while you still need a zone, a rate, and a customs form. Do not install a currency converter and call it international shipping. Details: currency and language in Shopify.
Step-by-step: countries, zones, rates
- Markets. Open Markets in admin. Keep the home market. Add a second country only if you have a carrier, a packing process, and a policy page that names that country. Customers in an inactive market cannot order even if a zone lists that country—Help is explicit on this.
- Shipping profile. Settings → Shipping and delivery. Use the general profile unless specific SKUs cannot leave the country (then a custom profile). See shipping profiles.
- Zone. Add a zone named for the region you mean (“United Kingdom,” not “Worldwide”). A country can sit in only one zone per location group. Remove it from “Rest of world” before you add a dedicated zone.
- Rate. Flat, free over a threshold, or carrier-calculated if Shopify and your plan currently offer that carrier at checkout. Carrier-calculated checkout rates are estimates tied to that integration. The label you buy later can cost more. Price the rate you can live with, not the cheapest number on a blog.
- Save. Test checkout from that country. If no rate appears, the zone, market, or product profile is wrong—not the theme.
Do not dump every country into one zone to look global. Each extra country is a restricted-item list, a duty rule, and a support inbox.
Duties, taxes, and DDP
An estimate of duties at checkout is not the same as collecting duties and shipping Delivered Duty Paid (DDP). Shopify documents requirements for collecting duties and import taxes at checkout (including product HS codes and country of origin, and using a carrier that supports DDP labels). If you collect duties at checkout and then buy a standard DAP label, the customer can be charged again at the door.
You cannot offer both DDP and DAP to the same country. You cannot collect duties in a leftover “Rest of world” zone—Help requires a real country zone. Shopify has also offered managed international programs (product names in admin have included Markets Pro / Managed Markets). Do not assume you have them. Eligibility, carriers, and guarantees change. Confirm what your store shows in admin and in current Help. This article will not invent a DDP guarantee or a Plus-only requirement.

Restricted items and carrier realities
Carriers and destination customs block categories (examples merchants hit: lithium batteries, aerosols, alcohol, perishables, some cosmetics, counterfeit-risk branded goods). Shopify will not warn you on every SKU. Check the carrier and the destination government lists before you add the country. Put “we do not ship X” on the shipping page, then enforce it with a shipping profile or by not offering the rate.
Commercial invoices, HS codes, and accurate weights are operational work. Under-declaring value is illegal. We will not walk through evasion.

- Activating a market with no zone, then blaming checkout.
- “Rest of world” at $9.99 with no carrier that charges that.
- Showing EUR prices with only a domestic shipping table.
- Collecting duties in checkout, then printing DAP labels.
- Copying a competitor’s “free worldwide shipping” into the policy.

Why does checkout say shipping is not available?
No rate for that address, inactive market, product in a profile that excludes the zone, or a location that does not ship there. Fix Shipping and delivery and Markets. Theme code will not add a missing zone.
